The North Carolina General Assembly's "crossover deadline" is a pivotal point in the legislative session. For the 2025 session, this deadline was May 8. 

If a bill doesn’t make it out of its original chamber by that date, it’s typically considered dead for the rest of the legislative cycle. You can see the full cross over list on the NC Legislative Library.

What Kinds of Bills Are Affected?

Most policy bills must meet this deadline. However, some important types of legislation are exempt, including:

The state budget
Tax legislation
Constitutional amendments
